In continuation of the 2nd paragraph of
my secret despatch of the 15th September, I have the honour to inform you that Lir. Fêng Tso-wan (Fung Chuk-man) was sent to Hong Kong on the 17th September by General Li Chai-sum as his personal representative. This visit was brought about by the good offices of r. Liang Shih-yi, who is still in Hong Kong and concerning whom I refer you le
to my secret despatch of the 18th August. Mr. Fêng was Mr. Liang's guest during his stay in Hong Kong and on the 18th September r. Feng and lir. Liang had a long conference with the two Chinese members of the Hong Kong Legislative Council, Sir Shouson Chow and Dr. Kotewall. Thereafter it was arranged that I should entertain Messrs. Fêng Tso-wan, Liang Shih-yi, Luk fan-chau (concerning whom please see the enclosure in this despatch), Sir Shouson Chow and Dr. Kotewall at lunch in Government House on the
19th September, inviting Mr. Southorn (the Colonial Secretary) and Mr. Hallifax (the Secretary for chinese Affairs) to meet them. The lunch party took place, as arranged, and was followed by a long conference, the substance of which has been recorded by Dr. Kotewall in the
enclosed memorandum.
